i-99 signs now posted to Penn State

I-99 now posted around State College
UNIVERSITY PARK, Pa. -- In case you were wondering, i-99 signs are now posted all the way to Penn State. The road opened in November 2008, but was not technically Interstate 99 yet (and may not be right now) due to the fact that its number through legislation sponsored by the Rep. Bud Shuster instead of through AASHTO. It turns out that was much less offesnive than the removal of environmental testing the Shuster championed. Sure enough, there was an environmental problem that cost about $80 million to fix and added years to the construction.

By the way, the construction of the northern end of i-99, a high speed interchange with I-80 (CDT) is encountering local resistance. It is not funded yet, so the resistance is not a big deal -- yet.

By the way, the i-99 shields on big green signs were not directly applied, they are on a green panel and look sloppy.

i-99 finally opened yesterday, but...

I-99 open to all traffic - CDT
i-99 is now a continous route between just north of the I-70/76 (Pennsylvania Turnpike) near Bedford and near I-80 north of Bellefonte. The new section, opened yesterday (two days after the last Penn State football game naturally), does not have all four lanes open though.

Former Rep. Bud Shuster, who pushed for i-99 and got the designation written into law (setting precedent and expanding the role of Congress) was at the opening. Apparetly, left unsaid was an apology to drivers and taxpayers for legislating away envirornmental testing. The highway was delayed for years and ran up about $80 million of extra cost due to necessary environmental remediation. It is said he has not been accountable at all for his behavior.

Back when the I-99 pyrite problem was first discovered at Skytop (ca. 2003?), scientists in Penn State's Materials Science Dept. shrugged and said, "We told you so." They had warned that the substance existed in the area of the proposed alignment and, if exposed to the elements, would lead to sulphuric acid runoff problems. Sure enough, nearby residential wells were soon found to be contaminated. But that's no obstacle for Uncle Bud, right? Environmental concerns? Why, we'll just legislate those away! The cost overruns on this project boggle the mind.

Another milestone in the poorly executed i-99 project is complete -- northbound is now continuous through Skytop. The road narrows to one lane at one point, but the highway's northbound is now continuous from Bedford County to just south of I-80. Both directions of the highway is supposed to be complete by Thanksgiving, but I'll believe it when I see it.

PennDOT: All I-99 lanes to open by Thanksgiving - CDT
All four lanes of i-99 between Port Matilda and I-80 are now expected to be open by Thanksgiving also known as after football season. I will believe it when I see it. I am also interested in how much money was wasted on this project because Bud Shuster decided that following environmental laws would delay the project.

By the way not a plan for the interchange with I-80 and locals are divided over what would be the best design. It seems like a moot point since there is not any funding though.

I-99 set to open by year's end - CDT
The latest update on i-99 progress -- it is expected to open before the end of the year, but after football season. Parts of the new section may be limited to one lane each way until next spring too.

Don't forget that this delay may have been avoided had standard environmental testing not been exempted by a rider placed by Bud Shuster, then chairman of the U.S. House Committee on Transportation and Infrastructure, in an omnibus spending bill. By the way, Shuster has not responded to repeated inquiries from CDT reporter Mike Joseph to talk about this situation.

On the way to Blue White we drove up the new section between Bald Eagle and Skytop. It was functional, but the Port Matilda interchange had very steep ramps.

Why the new i-99 really isn't i-99

When the new sections of i-99 near Port Matilda opened up last month, I noted that none of the signs had i-99 shields on them. In his i-99 Q&A forum, CDT reporter Mike Joseph explained why:
Q: I just saw the article today about the new highway finally opening, and in all 8 pictures you have, there are none that show an I-99 shield. Is PennDOT waiting till they have the highway fully open all the way to I-80, or are they being lazy and not putting I-99 shields up? I saw they had the directional banners for I-99 up, but not the shields. So, is I-99 still going to end down in Bald Eagle for now while US-220 continues on the new highway till late 2008?

A: After I-99 is complete, it will take aan act of Congress to designate the road an interstate highway and, more specifically, Intertstate 99. The sections of I-99 in Bedford and Blair counties were completed when U.S. Rep. Bud Shuster, R-Bedford, was still in Congress. He resigned in 2001.

Had the traditional method of assigning interstate numbers (AASHTO)been undertaken in the first place, this probably wouldn't have been a problem and the road would have had a proper number like I-270 or I-876. Of course, the numbering of the route is the least of the problems that Bud Shuster created by making his own rules when it came to road known as the Bud Shuster Highway.

"i-99" lanes open

I-99 lanes now open - CDT
The northbound lanes of Interstate 99 between Port Matilda and Skytop Mountain, and the southbound lanes from Port Matilda into Blair County are now open to traffic.
These lanes were scheduled to be opened on Dec. 4, but the roadway marking was not complete On Dec. 11, the next scheduled opening, there was snow/ice causing yet another delay.

Looking at the photographs attached to the story, it appears PennDOT isn't posting i-99 signs north of the previous terminus for some reason, even though the road is continuous. It doesn't make sense, but as far as I am concerned, that's a great idea -- they ought to dump the i-99 routing altogether since it so flagrantly violates the numbering grid. Call I-270 or I-280 instead.

More of i-99 opening soon

Opening of most of I-99 slated for Thursday - CDT
Thursday is scheduled to be a big day for oft-delayed, poorly planned, terribly numbered i-99. The northbound lanes from Bald Eagle to Skytop and the southbound lanes from Port Matilda to Bald Eagle are supposed to open. Of course, if the weather is bad, like it was for the planned US 22/322 Lewistown Narrows completion, it could be delayed. Once it is done, the days of sitting in traffic waiting for that damn Port Matilda traffic light should be over.

Stop me if you have heard this one before: i-99 delayed

Road opening postponed - CDT
Oh look, another deadline for i-99 has been missed by PennDOT.
PennDOT said it has set a new target date between Dec. 12 and Dec. 19 to open the northbound lanes of I-99 from Bald Eagle to Skytop and the southbound lanes from Port Matilda to Bald Eagle.

Marla Fannin, PennDOT spokeswoman, said the nine-mile I-99 section between Bald Eagle and Port Matilda under contract to New Enterprise Stone & Lime is expected to be completed by the Dec. 4 contract date.

But at the new makeshift interchange between I-99 and U.S. Route 322 at Skytop, where temporary short roads have been built and their lines painted, "quite a few" signs are still lacking and "it just isn't safe" to open the merger without them.

PORT MATILDA: Residents eager to see highway open
The opening of two new sections of i-99 next month may bring traffic relief to Port Matilda, the one-traffic light burg in between Bald Eagle and State College. Other than Clem's BBQ, the residents of the village seem eager to be rid of the trucks that come through most of the hours of the day. However, there is skepticism over whether trucks; they may prefer to get to I-80 via the flat two-lane US 220 Alternate to I-80 rather than the steeper, multi-lane i-99.

I'd have more sympathy for Port Matilda if it had re-striped the signalized intersection to have through traffic use the right lane instead of sharing the left one with traffic turning left. The constant backups along the current US 220 could have been cut in half had that been done.

I don't know -- I've never stopped at Clem's. Usually, if I go that way I'm headed to a football game (and tailgating) or planning on going to one of the old haunts in State College. I'm kind of curious though.

I've never eaten at the State College Clem's, but have at others. I can honestly say Clem's has the best ribs I've ever had (though I've never had any ribs in the "south" so take it for what its worth).

It turns out that Central Pennsylvanians are not pleased with the hastily passed legislation that seeks to break a 51 year precedent of keeping tolls off of interstate highways built with the highway trust fund.

Most of I-99 to open by Dec. 4 - CDT
There is good news for the i-99 corridor:
The opening will allow motorists from the Altoona area heading toward State College to stay on the four-lane, limited-access I-99 to the State College side of Skytop, where they will make the transition to existing U.S. Route 322.

Motorists heading from State College to Altoona can get onto I-99 southbound at the Port Matilda interchange and stay on it until Altoona or beyond.
Of course, this four year delay and the $50 million in cleanup costs probably could have been avoided if Bud Shuster hadn't inserted a rider exempting the construction from environmental testing, but ol' Bud liked playing by his own rules.

Portions of i-99 may open in late 2007

I-99 project goes on - CDT
While I was down the Shore, it was announced sections of the already completed i-99 extension north of Bald Eagle would probably open late this year (CDT). The plan is for the northbound lanes to open between Bald Eagle and a temporary ramp to US 220/322 at Skytop. The southbound lanes would be open from Port Matilda south to Bald Eagle. None of this will happen in time for football season though because the fool's gold needs to be moved first (CDT). The whole project is scheduled to be completed in 2008, but I'll believe it when I drive on it. It is a race between this and the Lewsitown Narrows to get done. After that, don't expect any progress on filling in the Boalsburg to Potters Mills gap on US 322.

From viewing comments on the CDT articles, it appears CNN may have had some reporting on Bud Shuster, the congressman who excluded this section of road from standard environmental testing. He's not in Congress any more, though his son was elected to his seat, so he has escaped a lot of scrutiny. Except from me of course

Some relief on one of the roads to Penn State

PSU fans to see traffic jams ease in 2008 - Patriot-News
Widening on the stretch of US 22/322 through infamous Lewistown Narrows is still a year away from being completed, but there will be a little relief this football season. Drivers in both directions will use the newly built westbound lanes while the original-and-future-eastbound lanes will be rebuilt. This should provide some improvement over the previous alignment. The project is scheduled to be finished in 2008, resulting in a uninterrupted superhighway along US 322 from Potters Mills to I-81 near Harrisburg.
 


The only other portion of US 322 between State College and Harrisburg that will not be at least four lanes, Boalsburg to Potters Mills, won't be upgraded any time soon. PennDOT is focusing on catching up on deferred maintenance rather than building new highways. Also, there is already controversy over what route the relocated US 322 will follow, so I don't expect anything to happen for at least five years and probably more.

Of course, the completion of i-99 is also expected in 2008 too. Right?

Well, since one of the areas they need to plow through is Alan Seiger State Park, and the rather large contingent of McMansions near Boalsburg, yeah, it's going to be mighty controversial.

And like the debate to put I-99 on Bald Eagle Ridge wasn't any less of a controversy, right?

The problem with the ridge route south of Grays Woods was it took more homes, cost more money (and I'm not including the fool's gold removal) and was above the fog line. The valley route would have been much better. One prof told me that the ridge route was chosen because Bud Shuster owned the land and would get well compensated for it. I cannot verify that claim though.

Last week I exchanged some emails with Mike Joseph, the reporter who has been covering the story from the beginning. Apparently, Bud Shuster, the U.S. House representative who added a rider to avoid environmental testing for the road, has not returned any of Joseph's calls. Shuster stepped down before this all happened, though his son won a special election to take his seat. The elder Shuster may have cost taxpayers $50 million because of his recklessness. I also confirmed with Joseph that this part of i-99 wasn't even in Shuster's district.

I-99 plan hits another roadblock - CDT
PATTON TOWNSHIP -- A massive Skytop fill area -- a virtual land bridge constructed to carry Interstate 99 over and between U.S. Route 322 and state Route 550 -- looms as a new problem for road builders because contaminated groundwater underneath it hasn't improved, state officials said Thursday.
I know, I'm shocked too. Good thing Bud Shuster fast-tracked this project by legislating away due process environmental testing. I don't think this section of roadway was in his district either which makes it even worse.

The environmental mitigation for the i-99 stretch near Skytop has been approved and will get underway immediately. Completion is expected in the middle of 2008, so next football season will be the last time drivers will have to use US-220 to get to State College.

Unless this gets screwed up again or goes into litigation.

50 years of Interstates



Today is the 50th anniversary of President Dwight D. Eisenhower signing the legislation that established the interstate highway system, the largest public works project of the 20th century. It reshaped America, sometimes for the better, sometimes for the worse. Overall, I will say the former more than the latter.

    For the record, my favorite mainline interstate is I-95, but you could probably guess that already. My favorite 3-digit interstate is probably I-295 in Delaware and New Jersey, though I have soft spots for I-287 (also Jersey) and . My feelings for our own I-495 are love-hate.

    My favorite on-ramp is from I-80 EAST to I-81 SOUTH, near the old school. If you hit it at the right speed, you get a nice slingshot effect.

    How I would do it

    Just for fun, additions I would make to the interstate system, if I could just draw them on the map and make it real

  • Eliminate I-97 in Maryland, since it is too precious a number for what should really be I-995.

  • Promote MD 32 to I-595

  • Stretch I-95 further south in Florida via the Florida Turnpike. Further north, finish the new connection at the Pennsylvania Turnpike quicker.

  • Make NJ 495 an interstate again. I know it is substandard, but a road as cool as the Lincoln Tunnel approach needs to have more recognition than a state highway number.

  • Bring DC 295 up to interstate standards (along with the I-66 extension) a rename it and the B/W Parkway I-295 all the way to Baltimore.

  • Extend I-93 down MA 3 to Cape Cod

  • Extend I-86 from Harriman to Rye along I-87 and I-287 in New York State, eliminating I-287 through NY State.

  • Extend I-83 from Harrisburg to Rochester, NY along the US 15 corridor. There would only need to be 40 or so miles of constuction to pull this off.

  • Promote PA 581 to I-581.

  • Upgarde US 15 south of Harrisburg to I-181

  • Extend I-80 across the George Washington Bridge. The road should literally go from New York to San Francisco

  • Extend I-78 from Harrisburg to State College along US 322

  • Make the Leigh Valley Thruway I-278 between Allentown and PA 33.

  • Make PA 33 something like I-478

  • Extend I-76 along the Atlantic City Expressway. Also, make NJ 55 something like I-576 and extend to the Garden State Parkway in an enviromentally sensitive way.

  • Create I-170 for US 340 near Frederick

  • Create I-570 along MD 100 (and the north end of US 29). Close by, MD becomes I-470.

  • Extend I-66 down VA 110, across the 14th Street Bridge, down the SW/SE Freeway across the Anacostia Freeway, up Kenilworth Ave. to join US 50 all the way to Delmarva peninsula. The Roosevelt Bridge portion of I-66 would be come I-166. Falling that idea, create Business I-66 along US 50 in the District and have it become regular I-66 when US 50 becomes limited access in NE.

  • Create I-366 along VA 267 (Dulles Toll Road) to Leesburg

  • Upgrade VA 28 to I-166 north of I-66 once the conversion to limited access is complete.

  • Fix the Hampton Road mess -- Move the "eastern terminus" of I-64 to the VA Beach oceanfront, replacing I-264. Extend I-664 from Bowers Hill to the current I-64/I-264 interchange.

    And of course

    Rename i-99 to a more sensible number, like I-470. Del. 1 becomes the new I-99

    Lastly

    Bring back button copy signs!

    now planning on dumping the pyrite at a site a mere three miles away. Residents seem resigned to this fate and just want the road finished.

    Of course, all of this could have been avoided had Rep. Bud Shuster not put a rider eliminating federal oversight into some unrelated legislation. Mike Joseph, the reporter who has done such an excellent job on the acid rock issue from the very beginning, blogged about the rider just the other day. Shuster's unorthodox, if not unethical, maneuver has added at least $50 million to the cost of the road.

    TESTING THE WATERS ON I-99

    Rendell says I-99 cleanup won't cost county later - CDT
    PA Governor Ed Rendell states that the cost to clean up the pyritic rock that was uncovered during construction will not cut into funds allocated for other Centre County Transportation projects. Hmm, makes one think. I-99 was built with Federal Money (although this type of cleanup is usually handed back to the locality to cover). Levels of sulfate, aluminum, manganese, and iron in the waters is variable and potentially very dangerous. I know personally that the fish in my aquarium do not appreciate highly metallic or acidic water.
